Previously, Manor Middle School had been able to avoid an 1882 partnership as the campus had been expected to receive a passing grade for the 2022-2023 school year, but if the 2023-2024 accountability score were to not meet standards it would mark the fourth year the campus would receive a failing score. This would put the campus and the entire district at risk for being taken over by the Texas Education Agency (TEA). 

The TEA strongly encourages districts in similar situations to explore the 1882 partnership option, as it allows for local decision-making in selecting a charter school partner. The partnership also delays the possibility of TEA taking over the district for two years and provides time for the district to improve its academic performance at Manor Middle School.

There is no timeline for when accountability scores for Texas schools will be released due to the pending litigation. 

Part of the feedback we received from the community and staff was the desire to keep athletics and fine arts, and district leadership will keep this in mind when developing the contract with Third Future Schools. Foreign language(s) will be offered, as well as traditional electives and those the community desires.

 Manor ISD will put Special Education services as a requirement in our partnership contract, meaning that Special Education services would continue to be offered.

If approved, we will enter into a minimum three-year partnership and assess effectiveness before that period ends.

Manor ISD and Third Future Schools will negotiate a contract to outline duties and responsibilities. Day-to-day operations, such as curriculum and instruction, will be controlled by the charter operator while many support functions, such as safety and security, custodial, food services, transportation, and athletics, will likely remain with the district.

All current MMS employees will remain Manor ISD employees. For MMS staffing, Third Future Schools will begin their selection process which will include an interest form to be completed by staff, observations and interviews. Those selected by TFS to serve at the campus will continue to do so. Those who are not interested in working at MMS or are not selected to serve at MMS next year will be placed in the district reassignment pool, where Manor ISD will work with them to determine the best available placement within the district.
