According to the Texas Education Agency (TEA) Accountability rules and state law, MMS received three consecutive failing grades for the years of 2017, 2018, and 2019. Due to the pandemic, TEA did not rate campuses during the 2020 and 2021 school year. For the 2022 school year, campuses that would have received a D or F rating were graded as “Not Rated”. For the 2022 school year, MMS would have received a D rating if not for a lawsuit preventing the release of scores. While MMS did receive a D last year, with the information we have now, they are expected to receive an F rating this year. 

This fourth failing score, which according to TEA, puts MMS and Manor ISD at risk of being taken over by the TEA starting in June 2025, as TEA can officially take over the district if the campus receives a fifth failing grade for the 24-25 school year. 

While we have been steadily working to improve student achievement at MMS, this option would provide the best resources, support, and structure possible to improve performance and meet the needs of the scholars and its community. It also provides a reprieve from a state takeover of the school district for two years.

There is no timeline for when accountability scores for Texas schools will be released due to the pending litigation. Although no official scores have been received, we have enough information to assume the scores and act accordingly so that it does not put the district at risk for TEA takeover.

Part of the feedback we received from the community and staff was the desire to keep athletics and fine arts, and district leadership will keep this in mind when evaluating the applications of our potential charter school partners. Foreign language(s) will be offered, as well as traditional electives and those the community desires.

If the Board selects to pursue the partnership, Manor ISD would put Special Education services as a requirement in our partnership contract, meaning that Special Education services would continue to be offered.

Yes, we will maintain the same transportation boundaries if a partnership is pursued. 

If approved, we will enter into a minimum three-year partnership and assess effectiveness before that period ends.

The charter school operator and the district will negotiate a contract to outline duties and responsibilities. Day-to-day operations, such as curriculum and instruction, will be controlled by the charter operator while many support functions, such as safety and security, custodial, food services, transportation, and athletics, will likely remain with the district.

If the partnership happens, all current MMS employees will remain Manor ISD employees. Charter school operators can determine who and which employees will be at the campus, which means some employees may be reassigned to other positions within the district.  All staff will have a job with Manor ISD.  Most hourly staff employees will remain at MMS unless reassigned by the district.  Charter staff intend to meet individually with each teacher to share what the partnership will require and to ensure teachers are committed to the new direction.
